Inspector General of Registration (IGR) Finance Department, West Bengal in association with Webel Technology Ltd (WTL).

On Line Computerization of Registration Documents currently named as E- Nathikaran was initiated in the year 2007 as a Public Private Project (PPP) and on a Build - Own - Operate - Transfer (BOOT) model by the Office Of the Inspector General Of Registration & Commissioner Stamp Revenue, under the Finance Department, Government Of West Bengal, our scope of service covers the design and deployment of Civil, Electrical and Networking infrastructure besides the delivery, installation and maintenance of all IT product and services including the Integrated Queue Management System in 80 offices in the districts of Kolkata, North 24 Parganas, South 24 Parganas, Howrah & Nadia and providing Citizen Services through dedicated personnel in 47 selected office in these districts. The project is currently underway till March 2021.

Digitization &Updation of A0 & A1 RS/LR Cadastral Mouza, District & Thana Maps for the Directorate of Land Records & Surveys, West Bengal, in association with Webel Technology Limited.

West Bengal has 42,042 revenue villages (Mouzas) spread across 19 Districts covered through 68,328 Cadastral maps. The initial cartographic survey leading to the creation of Cadastral Survey (CS) maps commenced in 1888. Perpetual change in land character due to socio political changes along with the creation of new districts and police stations necessitate a continuous modification and updation of these maps. SMTPL has been entrusted with the responsibility of digitization and updation of these maps by Webel technology Limited.

With an in-house team of industry trained GIS personnel and large format scanners and plotters, SMTPL delivers the entire service ensuring an end to end secure environment for such sensitive and old documents.

Scope of work includes the following:

  • Repair of physical paper maps and straightening of the same.
  • Scanning of physical maps.
  • Vectorization of scanned images and creation of all plot lines.
  • Quality check and physical verification of printed digitized maps with existing paper maps.
  • Integration with database and conversion to shp files for storage.

GIS survey work and map preparation Under Kolkata Metropolitan DevelopmentAuthority (KMDA)

Kolkata Metropolitan Development Agency (KMDA) entrusted the GIS survey and map preparation work for the following Urban Local Bodies:

  • North Dum Dum Municipality
  • South Dum Dum Municipality
  • Baranagar Municipality
  • Baruipur Municipality
  • Dum Dum Municipality
  • New Barrackpore Municipality

Scope of work included:

  • Preparation of Base Maps (scanning of Mouza sheet, Stitching of Mouza Sheet, Digitization of the Stitched map),
  • Downloading and Stitching of Satellite imagery (Google maps),
  • Geo-referencing of Digitized Map on Satellite Imagery (Google map) with hand GPS on real Site (sq km.),
  • Interpretation of Satellite Imagery (Google map) and preparation on Land Cover Map as per code supplied by KMDA and thereafter signature verification from real site ,
  • Preparation of land use map from land cover map by land survey as per land use code and template supplied by KMDA and verification by(Hand GPS, DGPS,TS),
  • Preparation of data bank and maps on infrastructure and services(Preparation of databank and maps on roads , bridges, drains, electric supply line , HT line; maps would also consist the location of HT towers , pump house , Water reservoirs, schools, College, Hospitals, Health center, Clubs, Office buildings , Industry, Slums, Crematorium, Burning ghat, Burial Ground, Brick fields, Parks & Play Ground, Religious structure etc. and;
  • Household Survey with approved questionnaire of KMDA,
  • Handholding support for data entry and report generation,
  • Handholding support for AutoCAD drafting and presentation,
  • Printing of Maps.

Total Station Survey on Major Road of Kolkata Municipal Corporation Area (Part)for Flood Forecasting of Kolkata.

Work awarded by Indian Institute of Technology (IIT) Kharagpur for GIS based Total Station Survey on selected Major Road for Online Flood Forecasting for Kolkata from Real Time Doppler Weather Radar and Point Rainfall Data.

The Scope of work included

  • Total Station Survey on Selected Major Road of Kolkata Municipal Corporation (approx. 300 km) for Flood Forecasting of Kolkata.
  • Collection of Selected Point of Interest as specified by IIT Kharagpur, i.e., Road Junction, Tower Position etc.

GIS survey work and map preparation for the various ULBsUnder the CMU of KUSP Funded by DFID.

Work was awarded by Kerala State Electronics Development Corporation Ltd. (KELTRON), (A Government of Kerala Undertaking) as their associate for executing all the GIS survey work and map preparation for the various Urban Local Bodies under the Change Management Unit (CMU) of the Kolkata Urban Service for thePoor (KUSP). The scope of Work included the following for 40 Urban Local Bodies:

  • Infrastructure, Baseline, Property and contact survey.
  • Incorporation of survey data in the supplied base map of Urban Local Bodies.
  • Collation of existing data from the Urban Local Bodies if necessary.
  • Migration of existing data.
  • Data Entry.
  • Data cleaning and validation.

Spatial Mapping in Dhanbad&Jharia Region under the Rail India Technical & Economic Services (RITES).

Awarded by M/s KeltronforDigital Base Map preparation of Jharia coal field and adjacent area required for preparation of DPR for diversion of Railway, Transmission line, Water pipe line from fire and subsidence affected area of Jharia coal field including construction of railway lines, widening, strengthening and construction of road for developing transport network to rehabilitate a Satellite Township at Jharia, Dhanbad assigned to it by RITES. The scope of work included:

  • Preparation of base map by digitizing SOI data sheets.
  • Downloading GOOGLE images with proper clarity covering the entire project area covering almost 1,000 sq. km.
  • Downloading of GOOGLE images – 4,000 nos.
  • GOOGLE image registration,
  • Base maps digitization,
  • SOI topo sheets and other related maps integration,

Topographical Survey of Indira Gandhi International Airportunder Delhi International Airport Ltd (DIAL)

Awarded by DECSON Ltd. for executing the project of Identifying & Mapping of the existing physical features or external visual structure like drain, building etc. (with size and invert levels) using DGPS & Electronic Total Station under Indira Gandhi International Airport, Delhi.

Scope of work included:

  • Collation and analysis of existing data and preparation of Base Maps for field survey planning.
  • Ground based grid line formation with temporary bench marks on existing permanent structure
  • GPS point fixation from known Bench Mark (BM).
  • Topographical survey for all existing features.
  • Mapping of the complete area with coordinate, levels etc.
  • Bench Mark (BM) establishment on solid ground.
  • Grid layout preparation.
  • Physical marking on ground.
  • DGPS survey on permanent features.

Micro Level Survey of Teesta Barrage Project at Raiganj.

Work was carried in association with ROLTA India Ltd. for Micro Level Survey of Teesta Barrage Project in Raigunjarea. The scope of Work included the following:

  • Micro-Survey
  • Collection of minimum of Two DGPS points at 2km X 3km grid for the entire AOI (580 sq km) for aotal of over 200 DGPS points in the 580 sq km area under coverage with digital data containing Latitude, longitude and Elevation to be collated.
  • Establishing 60 nos. of permanent bench marking as per standard specification.
  • Total Station survey incorporating a height mesh as per requirement with minimum 1,200 RL point per sq. km. wih directions and elevation.
  • Generation of Contour at 0.5m interval.
  • Verification Survey.
  • Alignment Survey
  • Alignment fixation for all distributaries, other than direct outlets, on contour sheets of 1 m interval, preparation of L-sectionat 30 m interval and cross-section also at 30 m interval according to situational requirements.
  • Alignment fixation for all minor and sub minor outlets on contour sheets of 0.25 m / 0.30 m interval, preparation of L-sectionat 30 m interval and cross-section also at 30 m interval according to situational requirements.

Real Estate Planning for Calcutta Riverside ProjectUnder HILAND Group

Awarded by Hiland Group for Riverbank Developments Private Limited for Calcutta Riverside project like Layer Creation (Total No. of Layers - 28nos), Data Extraction from Existing Source, Digitization, Data Structure Creation, Data Entry, Data Attachment, Application Installation, Training, Query Generation, Thematic Map Preparation, Printing, Documentation. Scopes of work for this project are listed bellow-

  • Mapping of all land parcels and the utilities.
  • Attribute data creation for all land parcels as well as infrastructure.
  • Attachments of data on the GIS Software with defined layer.
  • Group training in batches for a period of one week.
  • Assistance for procurement of requisite software for the client.
  • Six month hand holding support for updating of attribute data incorporation or modification of any spatial data.

Slum Mapping through GPS Survey of Different ULBs

Awarded by different ULBs of Kolkata Metropolitan Area for GIS Based Slum Maps of Slum Boundary validation in respect of all slums through GPS survey.

GIS Base Map Preparation for Slum Free City Plan of Action (SFCPoA) under Rajiv AwasYojana (RAY)

Remote Sensing & Geographical Information System (GIS) is a very important tool for modern urban planning and management. Essentially it integrates a large array of spatial and non spatial information with respect to various spatial information like land use urban services, infrastructure and socio economic information. This has specific importance in the context of slums and informal settlements where accurate representation of the ground scenario with that of the socio-economic conditions of the people is necessity for planning inclusively. The basic requirement of the Slum Free City Plan of Action (SFCPoA) in Rajiv AwasYojna (RAY) is to prepare GIS base map at a suitable scale for the ULB area.

Work was entrusted for the following Urban Local Bodies:

  • North Dum Dum,
  • Dankuni,
  • Dum Dum,
  • RajpurSonarpurMuniciplaity.

The Scope of work were as follows:

  • Collection of existing all GIS data with the ULB and check the following: o Whether all GIS layers required for SFCPoA are present or not o Whether all GIS layers are geo-referenced or not o Validation of Slum boundary data collected through Global Positioning System (GPS), which is already available with ULB.
  • Geo-referencing (if the existing data is not geo-referenced) and then checking of geo-referenced data quality with the Cartosat 2 Satellite Imagery.
  • Interpretation/digitization of satellite imageries as per requirement of SFCPoA.
  • Cross checking of existing GIS data accuracy level including the collected geo-referenced ULB Data by overlaying that on the procured satellite image.
  • Identifying the gaps in existing GIS data, layer by layer and feature by feature
  • Digitization of the layers required for SFCPoA which is not provided by ULBs
  • Demarcation of Planning Area and inclusion of likely extension of ULB area, if any on the image in consultation with the ULB
  • Updating of satellite image features which are not identifiable by their physical characteristics in the image with the help of ground truthing exercise.
  • Cleaning of the GIS data layers to resolve data redundancy and data inconsistency
  • Creation of Topology in all the GIS layers to generate relation between objects in all the layers in GIS software
  • Identification of demarcated slum area and vacant land on the base map done
  • Inputting unique slum Id of USHA survey data into each respective slum in the GIS environment
  • Finalization of City base map covering all the slums of the Planning Area (1:5000 scale) in GIS format using standardized reference frame.
  • The complete geo-referenced GIS base map data are to be approved by the Urban Planner/Technical competent person of the ULB in consultation with ULB RAY nodal person.

Validation of Socio Economic MIS data with respect to Slum Profile (annexure I) of USHA Survey

Awarded by North Dum Dum, Gayeshpur, Dankuni, Maheshtala, RajpurSonarpur Municipality for Validation of Socio Economic MIS data under Annexure I of USHA through community engagement.

The task involves the following:

  • Validation and ratification of already collected socio-economic data through Annexure I of USHA Survey
  • Social/rough mapping of the Slums including infrastructure mapping with the help of community
  • Ensuring people’s participation through community meetings and involving citizens in validation and rough map preparation process.

Digitization of legacy RS & LR documents for Directorate of Land Records & Surveys, Govt. of West Bengal.

Awarded by Webel Technology Limited for digitization of historic RS & LR documents pertaining to years 1930 onwards for the districts of PurbaMidnapore, Bankura&Purulia, scope of work included cleaning of old documents, color scanning and indexing of the same, conduct of an User Acceptance Test and handing over of the same on multiple media to the designated officials.

Data volume exceeds 25 million pages.
